If you are sore you still need cardio to keep blood circulating through your body for repair. On days you are not working out do at least 20 min of cardio. I do jump rope at home when I do not feel like running or doing the elliptical at the gym. You never have to wait, if you feel which muscles are sore then do not do those on that day and instead do those which you are capable of doing and maybe even do a group of muscles around that same area. This is how I basically workout, on feel. You can touch your muscles and find out if they are too sore for you to during that day. Do something else. I belive in a " dont train to failure" method. Basically, that means if you over exert yourself to failure during workout you are programming your mind to fail. Because of this, after some time you would not even want to go to the gym anymore, because your mind remembers what a pain in the neck it was. Do what you can, and if you feel bad you did not enough during the day, then you can do more the next day.

Also, stretch on days you work out and on days you dont workout because even on days you do not do workout, the muscles tighten up and you do not need that.

It's OK to work out when you are sore. As long as you are only sore and not in pain, there is a difference. Working out sore can actually help with the soreness by stretching the muscles. Same with the cardio routine.

Yes, it's still OK to work out--you should wait 48 hours between weight lifting workouts. You don't have to wait between cardio workouts, though.
